What Does a Business Tax Health Check Actually Examine?

A successful submission only confirms that a return was filed. A tax health check traces real transactions through contracts, performance, invoices, accounts and returns, then assigns actions to the findings.

A tax health check is a review that a business initiates to examine its tax treatment for an agreed period, set of taxes or type of activity. The company supplies accounting records, returns, contracts, invoices and operational evidence. Reviewers use interviews, data comparisons and selected transaction checks to assess whether filings are supported, incentives are substantiated and processes are likely to miss important information. The result is a set of findings and practical recommendations. The companies, years and issues covered should be agreed at the outset.

This differs from a statutory tax inspection by the tax authorities and from a financial statement audit. A review of an agreed scope cannot establish that every historical transaction is free of risk. Its practical value is to show management which treatments are supported, which questions remain open and who needs to take the next step.

Turn a broad question into a defined review

Consider a fictional teaching example. The people, transactions and amounts do not represent an actual client. An equipment service company in Guangzhou plans to add directly operated branches. Its manager, Mr Chen, asks finance officer Ms He, “We have filed on time for two years. We should be fine, shouldn't we?” She can produce the filing confirmations, but different departments disagree about when one service was completed.

Instead of immediately inspecting every voucher, the team agrees to review the head office for the first half of 2026, focusing on sales income and purchasing costs. Ms He provides the books and returns. Sales explains the contracts and invoices, the project manager provides completion records, and purchasing supplies vendor information. The proposed branches are noted as a separate future matter. A defined scope makes it clear what the eventual conclusions cover and what remains outside the review.

One service fee, three different dates

An invoice for a RMB 100,000 service fee was issued on 26 June. The customer signed the completion confirmation on 3 July, and payment arrived in August. Sales remembers the invoice date, the project team remembers the confirmation date, and finance starts with the bank receipt. None of them necessarily has the facts wrong. Each holds a different part of the transaction record.

The reviewer places the contractual payment terms, actual service progress, invoice, completion confirmation and bank record in date order. Accounting revenue and the treatment for each tax are then considered separately. The VAT tax point is the time when the law requires a transaction to enter the relevant tax period; it is not necessarily when cash arrives. Article 28 of China's VAT Law, effective from 1 January 2026, provides that where an invoice is issued first for a taxable transaction, the tax point is the invoice date.

Assuming this transaction falls under that rule, Ms He cannot simply postpone VAT until August because that is when the customer paid. Accounting revenue still requires an assessment under the applicable accounting rules and the facts of performance. Its timing should not be changed merely to make two reports agree. The review explains the difference and checks the filing. If an error is confirmed, the return can then be corrected through the required process. Transactions in 2026 should also no longer be analysed solely under the repealed Interim VAT Regulations.

Why ask questions when there is already an invoice?

A separate RMB 30,000 repair expense has both an invoice and a payment record, but purchasing cannot find the repair work order. Finance considers the file complete. The reviewer asks which machine was repaired, who confirmed the work and why that supplier received the payment. This does not mean every expense needs a lengthy report. It means establishing that the expense occurred and was connected with the business.

A deduction for enterprise income tax allows an eligible expense to be subtracted from income when taxable income is calculated. State Taxation Administration Announcement No. 28 of 2018 requires supporting vouchers to meet standards of authenticity, legality and relevance, with related contracts, expenditure records and proof of payment retained. An invoice supports part of that evidence but does not explain the entire transaction. Ms He eventually finds the equipment identifier, repair request and acceptance email, connecting the RMB 30,000 to the company's actual machine.

The reverse is also important: a temporarily missing invoice does not establish that an expense can never be deducted. First identify the transaction, the evidence legally required, and whether rules for obtaining a missing or replacement voucher, or evidence in specified exceptional circumstances, apply. Establishing the facts and the available treatment should come before changing a number.

Look for the process that could repeat the error

The team then notices that the sales system records invoicing, the project spreadsheet records completion, and the finance spreadsheet records receipts. Each record has an owner, but no single view connects the three. Resolving one filing difference is not enough if Ms He must ask everyone for dates again next month.

The team recommends a review field for important contracts that brings together invoicing, performance, receipts and the tax period. Project staff confirm the operational facts; finance determines the tax treatment. Incentives should likewise have an owner responsible for eligibility and supporting records. Internal control can be straightforward: at a handover where information is easily lost, agree who checks what, when the check happens and who resolves an exception.

What should management receive at the end?

A useful report explains the scope, selection methods and limitations in the information provided. Each finding then sets out the facts, basis, period, possible effect and recommended action. Confirmed errors, matters awaiting evidence and process improvements should be distinguished. An uncertain tax amount needs stated assumptions; every unexplained difference should not simply be added to a total labelled “tax payable.”

Mr Chen's action list assigns the service transaction to Ms He for a filing review and proposed correction, the repair evidence to purchasing for filing, and the new review fields to finance and the project manager jointly. Each action has a deadline and a way to demonstrate completion. The business should follow through after the report is issued. The Tax Collection and Administration Law requires truthful filings, and engaging an external reviewer does not transfer that responsibility away from the company.

Four questions to take back to the team

Before a review starts, ask: Which entities and periods are covered? Can an important transaction be traced from business activity to the return? Are differences between the books and tax treatment explained? Who will resolve each outstanding matter, and by when?

Mr Chen stops asking Ms He for a blanket assurance that everything is fine. He wants to know where the service fee treatment is supported, whether the repair evidence is complete and whether the next close will highlight date differences. That is the value of a tax health check: reconnecting the return with the business, then turning the findings into actions people can carry out in their ordinary work.
